A. Submission of a Manuscript

  1. Only electronic submissions will be considered. You need both a ScholarOne account and an Open Researcher and Contributor ID (ORCID) to submit a manuscript. Detailed instructions are posted on the TCSVT ScholarOne submission site. Prospective authors should be familiar with the General Information for Authors posted on the IEEE Author Center site (https://ieeeauthorcenter.ieee.org/).   2. All articles must be clearly written and well organized. The manuscript should state the significance of the problem in the Introduction. The article should be motivated by a clear discussion of the relationship of the article to the most relevant prior work.
  3. The total length of a manuscript cannot exceed fourteen (14) pages for Transactions Paper submission, or five (5) pages for Transactions Letter submissions, using the IEEE two-column transactions format including figures. (Note: Over-length charges begin with the l2th page for Transactions Papers, or 6th page for Transactions Letters. See details below.) The style files for LaTeX and Word can be downloaded from the IEEE Author Center site (https://journals.ieeeauthorcenter.ieee.org/create-your-ieee-journal-arti...) looking for the general Templates for Transactions. The final submission format must be PDF.
  4. Originals for the illustrations should be ready to be submitted immediately upon acceptance of the manuscript.
  5. Authors must select at least one subject category from the TCSVT EDICS (available on the TCSVT ScholarOne submission site) for the submission. The more detailed EDICS categories the authors could specify, the better and faster they could help to identify matching associate editors and reviewers.

  7. If the manuscript contains contents that has been presented, published, or submitted for publication elsewhere, please so inform the Editor-in-Chief in the comment form or cover letter. Our primary objective is to publish technical material not available elsewhere, but on occasion we publish papers of unusual merit that partially have appeared or will appear before other audiences (e.g. conference publications) and have substantive new material. In addition, any figures which are copied from or similar to figures in previous publications must make explicit reference to the publications with a citation in the figure captions. This policy applies to non-IEEE-published publications as well, with the additional requirement that the authors must secure all copyright permissions for duplicate figures. If a figure is modified rather than duplicated, the original publication must be cited in the caption as “modified from ...”

B. Style for Manuscript

  1. Manuscripts must follow the standard single-spaced, double-column IEEE TRANSACTIONS format, as specified at IEEE Author Center site. Prospective authors could also find style files, templates and instructions to guide the typesetting of the manuscript for submission there. 
  2. Provide an informative 150-200 words abstract, at the head of the manuscript, to appear with the manuscript. See further instructions in guidelines for preparing abstract below.
  3. Provide a footnote with affiliations of authors, including e-mail addresses, and acknowledgments of any financial support. Acknowledgment of financial support is often placed at the end of a footnote.
  4. Embed and properly reference all figures and tables in the manuscript. Where possible, use vector graphics rather than pixel graphics for figures.
  5. If appropriate, provide an “Acknowledgments” section after the conclusion. All personal, financial or other interests by the authors must be fully disclosed and acknowledged to avoid conflict of interests.
  6. Make adequate and up-to-date reference to the literature, including latest TCSVT and other IEEE articles where pertinent. All past and “Early Access” IEEE  articles are fully searchable and accessible on-line through  IEEEXplore  (https://ieeexplore.ieee.org/), and they are fully citable. References should appear in a separate reference section at the end of the paper, with items referred to by numerals in square brackets, e.g., [12]. References should be complete and in the IEEE style. See IEEE Template for Transactions for examples.

C. Guidelines for Preparing Abstract

The abstract is what users and researchers will read when deciding whether your article pertains to their interests and needs. For this reason, your abstract is an extremely important and powerful representation of your article. As an author, you should spend time ensuring that it is readable and that it contains a complete description of your research. In approximately 150-200 words, you will need to summarize your findings, and describe the implications of those findings. The abstract must provide an accurate reflection of what is in your article.

  1. Your abstract must be self-contained, without abbreviations, footnotes, or references. It should provide a summary of the full article.
  2. Your abstract must be written as one paragraph and should not contain displayed mathematical equations or tabular material.
  3. Your abstract should include three or four different keywords or phrases from the TCSVT EDICS  or new keywords or phrases not covered in the EDICS, as this will help readers to find your paper. (It is important to avoid repetition of such keywords and phrases as this can result in the rejection of your paper by search engines.)
  4. Ensure that your abstract reads well and is grammatically correct.
  5. Be sure that you adhere to the abstract guidelines and limitations; otherwise, it is likely that you will be asked to edit your abstract accordingly.

When submitting an abstract for your original research, it is important to state the primary objective and offer any tested hypotheses. Describe your research design and methodology and accurately state the following: the methods and procedures you employed, the main outcomes and results, and the conclusions that might be drawn from these data and results. Include any implications for further research or application/practice.

D. Guidelines for Submission of Graphics

  1. Originals for illustrations should be sharp, noise-free, and of good contrast.
  2. Line drawings should be in India ink on drafting cloth, paper, or board. Use only 8 1/2 *11 -inches sheets to simplify handling of the manuscript.
  3. On graphs, show only the coordinate axes, or at most the major grid lines, to avoid a dense hard-thread result.
  4. All lettering should be large enough to permit legible reduction of the figure to column width, perhaps as much as 4:1. Typing on figures is not acceptable.
  5. Photographs should be glossy prints, of good contrast and gradation, and any reasonable size.
  6. IEEE accepts PS, EPS, PDF, PNG, or TIF formats for graphics (including author photos). Most graphics are published at one column width (3.5 inches or 21 picas wide) or two column width (7.16 inches or 43 picas wide). 
  7. Authors may upload multimedia files or datasets as supplementary material along with submitted their manuscripts. IEEE accepts audio multimedia files in AIFF, AU, MIDI, MOV, MP3, RA, and WAV format, and video multimedia files in ASF, WMA, AVI, GIF, MPEG, or MOV format. Datasets are typically provided in compressed format in TAR.GZ, TAR.Z, HQX, SIT, or ZIP format.

E. English Language Editing Services

Please note these services are fee-based and do not guarantee acceptance.

F. Open Access

This publication is a hybrid journal, allowing either Traditional manuscript submission or Open Access (author-pays OA) manuscript submission. By selecting “YES” to the Open Access question in the Author Submission webpage, you commit to paying the discounted $2,195 OA fee if your manuscript is accepted for publication in order to enable unrestricted public access. Any other applicable charges (such as the over-length page charges and/or charge for the use of color in the print format) will be billed separately once the manuscript formatting is complete but prior to publication. (See below for Page and Color Photo Charges.) If you select Traditional submission, your article will be available to qualified subscribers and purchasers via IEEE Xplore. No OA fee is required for Tradition submission.

G. Page and Color graphics Charges

After a manuscript has been accepted for publication, the author’s institution will be approached with a request to pay a voluntary charge of $110 per page to cover part of the cost of publication. If the voluntary page charge is not honored, IEEE will charge a mandatory over-length fee of $110 per page for CAS members (or $175 per page for non-CAS member) for each page in excess of nine (9) for a TRANSACTIONS PAPER, or in excess of five (5) for a TRANSACTIONS LETTER, or in excess of fourteen (14) for an invited or survey paper. Color photos judged to be essential to show the results of a paper may be printed in color but will incur extra cost on the author. Detailed instructions will accompany the page proofs.

H. Copyright

It is the policy of the IEEE to own the copyright to the technical contributions it publishes on behalf of the interests of the IEEE, its authors, and their employers, and to facilitate the appropriate reuse of this material by others. To comply with the United States Copyright Law, authors are required to sign a digital version of the IEEE Copyright Form upon acceptance of the manuscript. Authors will automatically be redirected to the eCF (electronic Copyright Form) after they have submitted the final files. The eCF makes signing a publishing agreement easy. The form will determine which agreement meets your needs and enable you to complete it on-screen.
