A. Submission of a Transactions Paper

  1. Only electronic submissions will be considered. Detailed instructions are posted on the TCSVT ScholarOne submission site. Prospective authors should be familiar with the General Information for Authors posted found here. In the case of hardship, an author may ask for help by sending us an email.
  2. All papers must be clearly written and well organized. The manuscript should state the significance of the problem in the Introduction. The paper should be motivated by a clear discussion of the relationship of the paper to the most relevant prior work.
  3. The total length of a manuscript cannot exceed fourteen (14) pages when printed using the IEEE two-column format including figures (approximately 42 double-spaced typewritten pages of 8 1/2 ×11 inches).

The final submission format must be PDF.

  1. Originals for the illustrations should be ready to be submitted immediately upon acceptance of the TRANSACTIONS Paper.

  3. If the manuscript has been presented, published, or submitted for publication elsewhere, please so inform the Editor-in-Chief in the comment form. Our primary objective is to publish technical material not available elsewhere, but on occasion we publish papers of unusual merit that have appeared or will appear before other audiences.

B. Submission of a Transactions Letter

  3. The total length of a manuscript should not exceed five (5) pages when printed using the IEEE two-column format including figures (approximately 15 double-spaced typewritten pages of 8 1/2 × 11 inches). C. Style for Manuscript

  1. The manuscript should be typewritten using double space.
  2. Writing/Preparing Abstracts: The abstract is what users and researches will read when deciding whether your article pertains to their interests and needs. For this reason, your abstract is an extremely important and powerful representation of your article. As an author, you should spend time ensuring that it is readable and that it contains a complete description of your research. In approximately 150–200 words, you will need to summarize your findings, and describe the implications of those findings. The abstract must provide an accurate reflection of what is in your article.
  • Your abstract must be self-contained, without abbreviations, footnotes, or references. It should be provide a summary of the full article.
  • Your abstract must be written as one paragraph and should not contain displayed mathematical equations or tabular material.
  • Your abstract should include three or four different keywords or phrases, as this will help readers to find it. (It is important to avoid repetition of such keywords and phrases as this can result the rejection of your paper by search engines.)
  • Ensure that your abstract reads well and is grammatically correct.
  • Be sure that you adhere to the abstract guidelines and limitations; otherwise, it is likely that you will be asked to edit your abstract accordingly.

When submitting an abstract for your original research, it is important to state the primary objective and offer any tested hypotheses. Describe your research design and methodology and accurately state the following: the methods and procedures you employed, the main outcomes and results, and the conclusions that might be drawn from these data and results. Include any implications for further research or application/practice.

  1. Provide a separate double-spaced page listing all footnotes. Acknowledgment of financial support is often placed at the end of a footnote.
  2. References should appear in a separate reference section at the end of the paper, with items referred to by numerals in square brackets, e.g., [12]. References should be complete and in the IEEE style. Style for papers is as follows: author, first initial followed by last name, title, volume, inclusive page numbers, month, and year. Style for books is as follows: author, title, location and publisher, year, chapter or page numbers (if desired). See any recent issues for examples.
  3. Provide a separate page listing all figure captions, in proper style for the typesetter, e.g., “Fig. 6. The video stream parser.”

  5. IEEE supports the publication of Chinese, Japanese, and Korean (CJK) author names in the native language alongside the English versions of the names in the author list of an article. For more information, please read the Author Names in Native Languages Guide.

D. Style for Illustrations

IEEE accepts PS, EPS, PDF, PNG, or TIF formats for graphics. Most graphics are published at one column width (3.5 inches or 21 picas wide) or two column width (7.16 inches or 43 picas wide). Use the IEEE Graphics Checker Tool to check your graphics before submission.

IEEE accepts audio multimedia files in AIFF, AU, MIDI, MOV, MP3, RA, and WAV format. Video multimedia files may be in ASF, WMA, AVI, GIF, MPEG, or MOV format. Datasets are typically provided in compressed format in TAR.GZ, TAR.Z, HQX, SIT, or ZIP format.

E. Open Access

This publication is a hybrid journal, allowing either Traditional manuscript submission or Open Access (author-pays OA) manuscript submission. By selection “YES” to the Open Access question in the Author Submission webpage, you commit to pay the discounted $1,750 OA fee if your manuscript is accepted for publication in order to enable unrestricted public access. Any other applicable charges (such as the over-length page charges and/or charge for the use of color in the print format) will be billed separately once the manuscript formatting is complete but prior to publication. (See below for Page and Color Photo Charges.) If you select Traditional submission, your article will be available to qualified subscribers and purchasers via IEEE Xplore. No OA fee is required for Tradition submission.

F. Page and Color Photo Charges

After a manuscript has been accepted for publication, the author’s institution will be approached with a request to pay a voluntary charge of $110 per page to cover part of the cost of publication. If the voluntary page charge is not honored, IEEE will charge a mandatory page charge of $175 per page for each page in excess of nine (9) for a TRANSACTIONS PAPER paper or in excess of five (5) for a TRANSACTIONS PAPER letter. The author will receive 100 free reprints (without cover) only if the voluntary page charge is honored. Detailed instructions will accompany the page proofs. Color photos judged to be essential to show the results of a paper may be printed in color. The cost of printing color photos will be shared by the author(s) and the Society.

G. Copyright

It is the policy of the IEEE to own the copyright to the technical contributions it publishes. To comply with IEEE copyright policy, authors are required to sign an IEEE Copyright Form before publication. The form is provided upon approval of the manuscript. Authors must submit a signed copy of this form with their approved manuscript. The copyright form is also available online here. Authors must submit a signed copy of this form with their manuscript.

H. Electronic Form of Final Manuscript:

For the final printed production of the manuscript, the authors will need to submit source files of the manuscript as explained on the submission web-page. Make sure your files are complete including: abstract, text, references, footnotes, biographies, photos and figure captions. The preferred main formats are TeX or LaTeX. LaTeX style files can be obtained here.

J. Special Issues

Special issues of this TRANSACTIONS may be proposed to the Editor-in-Chief by any individual when a new, unique, exciting, and/or timely subject area is identified.
